Scheme approved. Variation of conditions 2 (approved drawings) and 4 (use of the Class D1 unit as a dance academy) of permission ref. 2015/0881 (Demolition of existing retail warehouse building and erection of a podium building with three buildings above (providing part 6, 7, 9, 11 and 21 storeys plus basement level) to provide 254 residential units, with 5,710sqm of Class D1 education space, including 404sqm of associated Class A3/A4 café and drinking establishment space. Provision of car parking, cycle parking, refuse storage and plant in the basement, and associated roof plant enclosure. Removal of and replacement of trees, landscaping, provision of and improvements to public realm including the removal of tree planters, widening of street frontages and resurfacing of York Place (on north-western side) to create a shared surface). Proposed changes include: increase in residential units from 254 to 275 (including affordable and market housing); changes to layout of basement, ground and first floor; changes to the ground and first floor podium façade; creation of drop-off lay by to north-east side on York Place; addition of shop (Class A1, 208sqm) at ground floor; reduction of cafe/drinking establishment floorspace (Class A3/A4 from 404sqm to 316sqm); relocation of plant room from first floor to enlarged basement; amendments to façade and layout of Block C; facade changes to Blocks A and B; increase in cycle parking spaces in basement; and relocation of car club space on York Place. Variation of condition 4 to allow the Class D1 unit to be used by a dance academy, fashion college, sixth form college, art college, music college, performing arts centre, museum, art gallery, library, reading room, photography college, exhibition hall, recital hall or by a nationally recognised body in the arts, culture, science or learning fields. Proposed amendment to Schedule 11 (Restriction on use of the Educational Unit) of the agreement dated 11/10/15 associated with permission ref. 2015/0881.
